What is Choice Based Letting (CBL)?
Choice Based Letting (CBL) is an alternative way of allocating social housing (council/housing association) to applicants on the housing waiting and transfer lists.
How does it work?
Choice Based Lettings require local authorities and housing associations to advertise their housing vacancies to all applicants; eg through local newspapers, newletters, or on a website.
Applicants are given the opportunity to apply (bid) for vacancies which are suitable for their needs (ie. A single person household will not be entitled to a three bedroom property).
The applicant with the highest priority under the scheme becomes the successful bidder. Priority is given to those with the most urgent needs but, where possible, priorities should be allocated on the basis of longest waiting time. For example, where applicants with the same priority have bid for the same property the applicant who has been waiting the longest should be allocated the property.
Local authorities should provide feedback to applicants to help them understand the likelihood of success when bidding for other properties.

Mid Sussex to join the Sussex Homemove CBL system
Homemove will allow all people on the housing register to see what properties are available as soon as they are advertised every fortnight. The move will lead to people in high priority groups being able to choose where they want to live and properties will be let more quickly.
Although the scheme is Sussex-wide, councils and housing associations will not be sharing applicants or properties outside their own area, with the possible exception of properties that are in low demand.
In the run up to the launch of the scheme, there will be events across Mid Sussex to explain how it works. If you’re interested please come and see the demonstrations.
From January, Moat will also be writing to all existing applicants registered for a transfer in this area giving more information. Applicants who register will be placed in one of four bands (replacing the old points system), depending on their housing need.
Between now and April 2010 they will continue to publicise the scheme, hold events and answer any questions you may have. A leaflet will also be available on the website for Mid Sussex District Council.
Anyone on the Common Housing Register will be able to ‘bid’ for a suitable property either by using he internet, phone, text message or by filling in a form.
Please contact Mid Sussex District Council if you would like any further information. Please note that they will be unable to provide details of applicants banding until much nearer the start date next April.
Transfer list
A decision has now been made that Moat will no longer be maintaining a transfer list for Moat residents wishing to be rehoused in the areas where Choice Based Lettings (CBL) already exists. Please click here for information on which Local Authorities do/do not operate Choice Based Lettings (CBL).
